Christchurch International Airport Ltd Planning... | Stuff.co.nz

Forgie

JOHN KIRK-ANDERSON/Fairfax NZ

EXPANDING BUSINESS: Airport chief commercial officer Blair Forgie at the Dakota Park development.

Christchurch International Airport Ltd plans a start to $25 million retail development to be known as Spitfire Square in the fourth quarter of this year.

Located off Memorial Ave, the square will bring in yet another revenue stream to the majority council-owned airport company, which has faced significant criticism of its charges for car parking and courtesy van-taxi visits.

Prices charged by retailers on the airport campus, which are tenants of the airport company, have also been held up as too high by airline representative body Board of Airline Representatives (known as Barnz).

The airport now gains 64 per cent of its revenues from non-aeronautical streams or areas not directly linked to airline and passenger charges, its recent half-year result shows.

It wants to increase that non-aeronautical component even further.

The airport reported first-half non-aeronautical income grew 12.2 per cent to $38.8m - about 64 per cent of total first-half revenues of $59.6m.

In the June 2010 year non-aeronautical income formed about 54 per cent of total revenues, and in the June 2008 year only 40 per cent.

"We've had significant growth in the last three or four years," chief commercial officer Blair Forgie said. "Certainly our expectation is that the commercial revenues and the commercial side of our business will continue to grow into the future."

The precinct to be known as Spitfire Square will have 15 stores including bars, cafes, trading banks and an "anchor" supermarket, located off Memorial Ave, in a space between Peter Leeming and Orchard roads, when completed.

"We're very close to finalising an agreement with an anchor tenant for Spitfire Square," Forgie said.

The buildings, with a total floor plan of 5700 square metres, and other square infrastructure had a completion target of late next year, he said.

A Tourism Holdings Maui motorhome business, on airport land, will be demolished to help make way for Spitfire Square which will border on to the Sudima Christchurch Airport hotel site. The motorhome business will move to another site.

"The whole idea of this is to provide services and amenities to those people working on the campus so we'll have things like a post office, a bookstore, maybe a flower shop . . . there will be provision within the development for over 200 car parks," Forgie said.

Nearby the airport plans to offer a 200-bed backpacker hotel, to be located behind Spitfire Square, further up Peter Leeming Rd.

Soon after the damaging earthquakes of 2011 backpackers started using the airport lounges as a temporary home, and there were still some travellers staying in the terminal buildings, Forgie said.

Backpackers accommodation would alleviate this problem.

The airport has chosen a preferred partner as the operator of the accommodation but is still working through "due diligence" on that role.

The airport has been working closely with the "sole right" operators of the Sudima hotel to allow it to bring in backpacker operators onto the wider airport site.

The 208-room Sudima has its own refurbishment redevelopment plans, working to upgrade the hotel to a Qualmark four-star international hotel rating.

Forgie said the airport's non-aeronautical revenues were split into three different components including income from retail space within the terminal, the airport's commercial property portfolio and other assets including car parking and the International Antarctic Centre.

Terminal revenues are increasing as the airport's $237m domestic terminal rebuild project moves towards completion in mid-April. Once passengers get through to a new passenger departure lounge there will be a Relay bookshop and an Iconz food treat and gift shop focusing on retail items with a Kiwi twist.

The airport had received positive feedback on the retail mix, particularly for food and beverage outlets, with a new Coffee Culture shop due to open, Forgie said.

The "South Bar & Cafe" was attracting Christchurch residents willing to travel to the airport for dinner. Near the South Bar, the airport had earmarked 450 square metres of extended retail space for technology, jewellery and apparel stores, plus 300sqm of extra office space for airport tenants.

Down on the ground floor new offerings will soon include a convenience store at the airport's ground-floor regional lounge for turboprop-based flights.

Barnz executive director John Beckett said the airline representative group was concerned that some airport charges in New Zealand, including retail and car parks were higher than they should be and hitting airline passengers.

Barnz had no concern about the airport's drive to increase non-aeronautical revenues from areas such as property parks.

"Some of their commercial activities that are not related to airline passengers we see as very much their business, their matter and we're confident that it is kept separate in the books from the aeronautical business.

"However, there are some businesses that relate to the passengers such as the car parking, charging for taxis, charging the shuttle buses that drop people off, the retail shopping, which are making money out of the passengers."

Car parking is a touchy subject for Christchurch residents, given strict policing of a drop-off and pickup zone.

Russley, Avonhead & Memorial Residents' Association spokesman Geoff Judge said car parking costs were "horrendous".

As a result airline passengers were regularly choosing to park along Memorial Ave, with the gutters full of rubbish left by those airport users.

The airport should "stick to their knitting" in terms of providing a transport hub, Judge said.

"Of course the council's looking for all the revenue it can get, and one of the things is the parking."

More recently the airport had attracted the ire of motel and hotel owners who were "livid" at new airport charges that now means they have to pay $10 a visit to pick up guests in courtesy vans.

But Forgie said as far as general car parking at the airport, there had been no increase in charges since July 2011.

"We've got no plans for any increases in the near future."

He acknowledged there was a perception held by the public that car parking was expensive. To counter that a marketing campaign was planned.

AT A GLANCE

Christchurch Airport's plans include: The Dakota Park commercial property development. A car-parking business, Craddocks. A temporary office park with tenants including House of Travel. Plans to build Spitfire Square retail precinct for bars, cafes and a supermarket. Plans to build a 200-bed backpackers lodge.

Suicide bomber kills 10 in Pakistan

PESHAWAR, Pakistan (Reuters) - Ten people were killed in Pakistan on Friday when a suicide bomber attacked a paramilitary police convoy, security officials said.

The assault took place in the northwestern city of Peshawar, about 200 meters (yards) from the U.S. consulate but there was no indication the compound was the target.

Abdul Majeed Marwat, a commander for the Frontier Constabulary, said he was the target. Two members of the force and eight civilians were killed and 15 people were wounded, said the security officials.

Pakistan's Taliban have carried out similar attacks on security forces as part of their campaign to topple the U.S.-backed government and impose their brand of Islam.

Peshawar, an ancient trading city and gateway to the Khyber Pass and Afghanistan, has been a focus of militant violence.

Cleaner gas rule would mean higher price at pump

(AP Photo/Steven Senne, File)

(AP) ? The Obama administration's newest anti-pollution plan would ping American drivers where they wince the most: at the gas pump. That makes arguments weighing the cost against the health benefits politically potent.

The proposal to reduce sulfur in gasoline and tighten auto emission standards, released Friday, would raise gasoline prices by less than a penny per gallon, the Environmental Protection Agency says. But the oil industry points to its own study putting the cost between 6 and 9 cents a gallon.

The EPA also said its proposal would add about $130 to the price of new vehicles, beginning in 2025.

The administration says the costs to consumers are worth the payoff: billions of dollars in health benefits from reductions in smog- and soot-forming pollution.

The agency predicts $7 in health benefits for every dollar spent to implement the new rules. The agency must hold public hearings before finalizing the rules. It plans for them to take effect in 2017.

The proposal was praised by environmentalists and health advocates, as well as automakers who say it will help the U.S. catch up with the cleaner fuels used in other nations. California already uses the sulfur standard.

EPA Acting Administrator Bob Perciasepe said the proposal is designed to "protect the environment and public health in an affordable and practical way."

Opponents say gasoline prices are stubbornly high already and Americans shouldn't have to pay more. The oil industry, Republicans and some Democrats had urged the EPA to hold off on proposing the tighter regulations.

"With $4 a gallon gas the norm in many parts of the country, we cannot afford policies that knowingly raise gas prices," House Energy and Commerce Chairman Fred Upton said Friday. Instead, the Obama administration should work to increase energy supplies by approving the Keystone XL oil pipeline from Canada and other projects, said Upton, R-Mich.

Rep. Ed Whitfield, R-Ky., who is chairman of the energy and power subcommittee, called the sulfur rule "another example of an overzealous EPA" and said lawmakers would give it a hard look.

Environmentalists hailed the proposal as potentially the most significant in President Barack Obama's second term.

The so-called Tier 3 standards would reduce sulfur in gasoline by more than 60 percent and reduce nitrogen oxides by 80 percent. It would make it easier for states to comply with health-based standards for the main ingredient in smog and soot. And the regulation would allow automakers to sell the same vehicles in all 50 states.

The Obama administration already has moved to clean up motor vehicles by adopting rules that will double fuel efficiency and putting in place the first standards to reduce the pollution from cars and trucks blamed for global warming.

"Together, these standards represent the largest step in our nation's history toward reducing harmful emissions from the vehicles we drive every day," said Michelle Robinson, director of the clean vehicles program of the Union of Concerned Scientists, an environmental group for scientists.

Robinson said the rules would reduce asthma, respiratory problems and premature death.

"We know of no other air pollution control strategy that can achieve such substantial, cost-effective and immediate emission reductions," said Bill Becker, executive director of the National Association of Clean Air Agencies. Becker said the pollution reduction would be equal to taking 33 million cars off the road.

But the head of American Fuel and Petrochemical Manufacturers, Charles Drevna, questioned the motives behind the agency's regulation, since refining companies already have spent $10 billion to reduce sulfur by 90 percent. The additional cuts, while smaller, will cost just as much, Drevna said.

"I haven't seen an EPA rule on fuels that has come out since 1995 that hasn't said it would cost only a penny or two more," Drevna said.

A study commissioned by the American Petroleum Institute estimated that lowering the sulfur in gasoline would add 6 cents to 9 cents a gallon to refiners' manufacturing costs, an increase that likely would be passed on to consumers at the pump. The EPA estimate of less than 1 cent is also an additional manufacturing cost and likely to be passed on.

America: Time to shake the salt habit?

Mar. 27, 2013 ? The love affair between U.S. residents and salt is making us sick: high sodium intake increases blood pressure, and leads to higher rates of heart attack and strokes. Nonetheless, Americans continue to ingest far higher amounts of sodium than those recommended by physicians and national guidelines.

A balanced review of the relevant literature has been published in the March 27, 2013 edition of The New England Journal of Medicine. Theodore A. Kotchen, MD, professor of medicine (endocrinology), and associate dean for clinical research at the Medical College of Wisconsin, is the lead author of the article.

Dr. Kotchen cites correlations between blood pressure and salt intake in a number of different studies; typically, the causation between lowering salt intake and decreased levels of blood pressure occur in individuals who have been diagnosed with hypertension. Although not as pronounced, there is also a link between salt intake and blood pressure in non-hypertensive individuals. Additionally, recent studies have demonstrated that a reduced salt intake is associated with decreased cardiovascular disease and decreased mortality.

In national studies in Finland and Great Britain, instituting a national salt-reduction program led to decreased sodium intake. In Finland, the resulting decrease in systolic and diastolic blood pressures corresponded to a 75 -- 80 percent decrease in death due to stroke and coronary heart disease.

Nevertheless, not all investigators concur with population-based recommendations to lower salt intake, and the reasons for this position are reviewed.

"Salt is essential for life, but it has been difficult to distinguish salt need from salt preference," said Dr. Kotchen. "Given the medical evidence, it seems that recommendations for reducing levels of salt consumption in the general population would be justifiable at this time." However, in terms of safety, the lower limit of salt consumption has not been clearly identified. In certain patient groups, less rigorous targets for salt reduction may be appropriate.

York scientists discover driving force behind prostate cancer - News ...

Posted on 27 March 2013

Scientists at the University of York have discovered the driving force behind the development of prostate cancer.

Their research, published in Nature Communications and funded by the charity Yorkshire Cancer Research, reveals the existence of a cancer inducing DNA re-alignment in stem cells taken from human prostate cancers.

This opens the way to the development of drugs that target the stem cells, leading to more effective therapies that work against the root cause of the disease.

This discovery marks a fundamental shift in our understanding of how solid cancers start

Professor Norman Maitland

Professor Norman Maitland, Director of the YCR Cancer Research Unit, and his team in the University?s Department of Biology were the first to isolate prostate cancer stem cells in 2005. While other cancer cells can be killed by current therapies, stem cells are able to evade their effects, resulting in cancer recurrence. The team has since been exploring the exact molecular properties that allow these cells to spread, survive and resist aggressive treatments such as radiation and chemotherapy.

Professor Maitland said: ?This discovery marks a fundamental shift in our understanding of how solid cancers start. It is believed that ?root? cancer cells arise from healthy stem cells going wrong ? for example certain controls can be turned off which allow the cells to keep growing and invade surrounding tissue.

?In blood cancers such as leukaemia, DNA is rearranged during an event known as chromosomal translocation, which results in a mutant protein that drives cancer progression. Although similar rearrangements have recently been discovered in solid cancers, until now, they have not been considered as stem cell functions. Our work has challenged this idea.?

Professor Maitland?s team has found these genetic accidents in prostate cancer stem cells and has shown that they result in a specific cancer-associated gene within the cells called ERG being inappropriately activated. It is believed that this activation triggers the stem cells to renew more often.

Professor Maitland continued: ?The cells become selfish by surviving outside normal controls that exist in the prostate and thrive at the expense of their neighbours, ensuring that the genetic accident becomes permanent and passed from generation to generation. This process appears to be essential for the initiation of prostate cancer.?

Yorkshire Cancer Research funded a ?2.15m five year programme at the YCR Cancer Research Unit in August 2011 to allow scientists to continue their internationally-award winning research into prostate cancer.

Kathryn Scott, Head of Research Funding at the charity, said: ?This exciting discovery is another step forward in our understanding of how prostate cancer begins. Professor Maitland has detected one of the earliest possible changes in the development of prostate cancer. The findings mean that new therapies can now be developed which specifically target the protein identified, killing the stem cells that remain after chemotherapy while leaving healthy cells untouched.?

Google Maps Beefs Up Its Live Transit Information With Updates For NYC, DC And Salt Lake City

8554816024_1596687b79_zOne of the things that’s frustrating about Apple’s Maps is that you don’t get the integrated transit information that’s the lifeblood of living in a place like New York City or San Francisco. Google Maps has always had that information integrated into the product, which is a huge help for people who live in those metropolitan areas. The difficulty for Google is to keep up with all of the transit options, especially when it comes to live information. Today, it announced updates for NYC, D.C. and Salt Lake City, which will show you live departure times for seven lines on the NYC Subway system (MTA) and buses, subway in D.C. (Metrorail) and trams in Salt Lake City (UTA). There are more than 800 cities with transit information available in Google Maps, but these three cities are getting more attention, since they have the most riders. Google Maps has been a massive success since launching on iOS last December, and transit information is a huge advantage. Here’s what Soufi Esmaeilzadeh, partnership development manager for Google Maps, had to say about the update: With transit information in Google Maps you get pick-up locations, departure times, estimated travel time, and even fare amounts for 800 cities* across more than 25 countries around the world ? that?s information for 100 million miles of daily public transit trips at your fingertips. These are clearly not easy problems to solve, since most of the information relies on the transit lines themselves reporting information in real time in a way that Google can access it. Those are relationships that the company has built over the years, which allows it to seamlessly integrate the data into its offerings. As I mentioned, this was the one thing that immediately turned me off of Apple Maps. Having to rely on third-party applications that are kind of woven into Apple’s service just didn’t cut it for me. When you are waiting to get on a bus or train, you need that information quickly. Seeing delays, for example, in real time, can help you decide on whether to taxi and give you enough of a heads up to let someone know that you’re going to be late. There’s nothing worse than standing there waiting for a train and having no idea when it’s coming. Google is actively seeking more transit partners, and has an entire site dedicated to it in which they

  • First economic models showing impact of post-weaning multi-systemic wasting syndrome (PMWS) on British Pig Industry published
  • Between 8 to 84 per pig lost, depending on severity of PMWS
  • Farm-level intervention could save farmers up to 11,500 per year

Stark new figures show that a common pig virus, present on 99 per cent of pig farms has major economic implications for individual farmers and the pig industry as a whole, costing British farmers as much as 84 per pig (if the pig dies from the syndrome), and during epidemic periods, such as 2008, costing the pig industry 88M per year.

PMWS, a serious syndrome which results in emaciation and death in up to 30 per cent of cases. As part of a BBSRC-led initiative into combating endemic diseases of farmed animals, researchers from the Royal Veterinary College (RVC) have spent the past five years working to understand the factors that lead to farms developing high rates of PMWS and creating models to work out the cost of the disease as well as the potential savings for farmers by tackling the disease in different ways.

Professor Dirk Werling, from RVC, who led the project, explains: "We've known for many years that this is a serious disease in pigs. It is now endemic globally and will haunt the pig industry for years to come; therefore it is crucial that we understand the biological basis of the virus as well as the cost implications. Knowing the financial impact of the illness can help farmers decide how best to improve the welfare and profitability of their herds. These figures are shocking, but are an important step in enabling farmers and the industry as a whole to look at feasible and sustainable intervention strategies."

Dr Pablo Alarcon, Professor Jonathan Rushton and Dr Barbara Wieland, all from RVC, produced a series of mathematical models, factoring in different scenarios such as the size of the pig herds, the proportion affected by PMWS and the severity of the infection. In the most severe cases where the infected pig dies from PMWS, this costs the farmer an estimated 84, with the least severe case - where a pig is carrying the virus but displays no clinical symptoms cost 8.

Models were then created to look at the cost implications of employing different control measures at individual farm level, ranging from vaccination of piglets through to total repopulation of a farm's pig stocks. Their model suggests that on farms with moderate to high rates of PMWS the most cost effective strategy is to vaccinate all piglets and increase biosecurity measures, such as a two day quarantine period for people who had come into contact with other pig herds and treating pigs with PMWS in isolation. Savings from this dual approach were worked out to be between 2,947 to 11,500 per year.

BBSRC Chief Executive Professor Douglas Kell said: "Food security and the sustainability of UK farming are seriously undermined by endemic diseases of farmed animals. This important new research shows the significant economic impact that diseases such as PMWS can cause, and highlights the vital role researchers play in working with farmers and industry to improve food security and animal welfare"

Professor Werling was one of ten projects which received funding as part of Combating Endemic Diseases of Farmed Animals for Sustainability (CEDFAS) initiative launched in 2007, with 11.5M funding from BBSRC, the Scottish Government and Defra.

This modelling project was further supported by the BPEX division of the Agriculture and Horticulture Development Board, Pfizer Animal Health, and BioBest Ltd.

Porcine circovirus type 2 subclinical infection (PCV2) is a very common virus found on virtually all pig farms, and is responsible for PMWS. The disease was first seen in the UK in 1999. The disease strikes young pigs from about six-weeks after they have been removed from their mothers; they then lose weight, have difficulty breathing and can suffer from fever and diarrhoea as they slowly become emaciated.

Lufthansa willing to accept more strikes for flexibility

NEW YORK (Reuters) - German airline Lufthansa is willing to accept more strikes, including the participation of its pilots, if that's what it takes to gain the flexibility it needs, Chief Financial Officer Simone Menne said on Monday.

"We are ready to go for further strikes, including with pilots, if necessary," she said at a press briefing in New York.

Trade union Verdi went on strike last week to push through demands for a 5.2 percent pay rise for 33,000 cabin crew and ground staff at Lufthansa Cargo, Lufthansa Technik, Lufthansa Systems, catering unit LSG Sky Chefs and ground crews.

Lufthansa, now implementing a restructuring, has also been in talks with pilot union Cockpit for nearly a year over a new wage agreement and recent union comments have signaled some impatience.

"We will not agree to short-term harmony if there is long-term further burdening," Menne said.

Asked about the cost of last week's strike, Menne said she did not yet have a figure, but that a strike by cabin attendants during peak season last year had cost it 33 million euros ($42.5 million).

Lufthansa is cutting 3,500 jobs, revamping low-cost carrier Germanwings and bundling procurement for its airlines. The restructuring program, dubbed SCORE, is intended to help to boost operating profit to 2.3 billion euros ($3 billion) in 2015 from 524 million euros last year.

Menne also said that the company would definitely not be selling 100 percent of catering unit LSG Sky Chefs and is looking to expand into hospital, school and train food, possibly with a partner.

An investment banker told Reuters in June last year that LSG Sky Chefs, the world's biggest airline catering company with 2.3 billion euros in annual revenue, could be put on the block.

Luthansa has said the business is not core but makes a valuable contribution to the group.

Egypt raises customs on luxury imports

CAIRO (AP) ? Egypt's Islamist President Mohammed Morsi hiked customs rates on dozens of "non-essential" imports as part of the government's efforts to increase revenues to revive the ailing economy.

Morsi's decree issued late Sunday raises tariffs on a wide range of luxury goods including shrimp, gambling tables, sunglasses, nuts, and fireworks.

Egypt's economy has been hit hard by the instability that followed the 2011 uprising that forced longtime autocratic ruler Hosni Mubarak from power, particularly the vital tourism sector.

The government is currently engaged in talks with the International Monetary Fund to secure a $4.8 billion loan, which would help attract other international lenders and reassure foreign investors.

The conditions for the loan have not been made public, but Morsi's government has been pushing an austerity plan that would cut subsidies and raise taxes to shrink the budget deficit from its current level of almost 11 percent. His government had initially aimed at 8.5 percent but is now suggesting it could be 9.5 percent.

Talks with the IMF were delayed in December when violent protests erupted and the president was forced to rescind his austerity plan. Some in the opposition and the business community have called for a national dialogue on the proposals to win public consent before any austerity measures are introduced.

Egypt had long been viewed as a stable corner of the Middle East. Reserves stood at around $36 billion just before Mubarak was toppled.

The past two years of political upheaval, however, have kept investors from returning and have curtailed tourism, a foreign currency earner. Foreign currency reserves were slashed by more than two-thirds following the uprising, dipping to a critical level of $13.5 billion this year.

One way Egypt is seeking funds is through the return of millions of dollars earned under rampant corruption during Mubarak's nearly three decade-long rule. Members of the Muslim Brotherhood group, from which the president hails, have spoken out in support of striking deals with former regime figures.

Japan to talk with EU on free trade negotiations

Japan and the European Union agreed Monday to start negotiations for a free trade pact encompassing nations that account for nearly a third of the world economy.

Japanese Prime Minister Shinzo Abe, European Council President Herman Van Rompuy and European Commission President Jose Manuel Barroso spoke by telephone for 30 minutes late Monday, a Japanese government spokesman said. A Japan-EU summit set to begin Monday in Tokyo was shelved because of the financial crisis in Cyprus.

The leaders agreed to launch the negotiations toward a "deep and comprehensive" free trade deal, with the first meeting set for next month, both sides said in a joint statement. The place for that meeting is not yet decided, Deputy Chief Cabinet Secretary Katsunobu Kato told reporters.

As global momentum builds for regional trade pacts, Japan has been eager to get started on talks with Europe. Earlier this month, Abe announced Tokyo will join talks on a Pacific trade pact, the U.S.-led Trans-Pacific Partnership. The U.S and EU announced free trade talks earlier this year aimed at creating the world's largest free trade zone.

In the phone conversation, the three leaders exchanged views on Cyprus and reaffirmed their commitment to enhancing economic growth and ensuring financial stability. Cyprus secured an agreement early Monday that paves the way for a 10 billion euro ($13 billion) bailout.

European Trade Commissioner Karel De Gucht met with Japanese government and business officials in Tokyo as scheduled.

Although resistance to lower tariffs is high in some Japanese industries, such as long-protected rice farmers, manufacturers and others are concerned about being left behind by the trade agreements that other countries are negotiating.

Among the likely beneficiaries of free trade are Japan's giant manufacturing exporters such as Toyota Motor Corp., the world's biggest automaker.

Japanese consumers may also have much to gain with access to cheaper imports, including new kinds of services. And boosts in spending may help breathe life into the Japanese economy, the world's third largest.

"It would be not only great for the manufacturers seeking exports. It should also lead to a more efficient domestic economy because of increased competition. And it's the Japanese consumer who will benefit," said Azusa Kato, economist at BNP Paribas.

The push to start talks on joining free trade deals is part of the Japanese prime minister's "Abenomics" strategy that includes super-easy money and generous public works spending.

Abenomics has already driven up the Tokyo stock market and brought down the yen, a boon for Japan's exporters.

Kato believes that industries that could change for the better include pharmaceuticals and medical services.

The EU is Japan's third largest destination for exports, and Japan's second largest source of imports after China. EU exports to Japan reached 49 billion euros in 2011, while EU imports from Japan were 69 billion euros.

A free trade agreement with Japan could boost Europe's economy by 0.6 percent to 0.8 percent, EU exports to Japan could increase by 32 percent and Japanese exports to the EU could increase by 23 percent, according to the EU. The deal could also create 420,000 jobs in Europe, it said.

Soldier pimps Gator with radio suite | Defense Tech

FORT POLK, La. ? They call it the Boar Battle Wagon.

Pfc. Jonathan Bole, a soldier in 2nd Battalion, 30th Infantry Regiment, 4th Brigade Combat Team, 10th Mountain Division, has pimped out a John Deere Gator all-terrain vehicle with some of the latest communications gear from the U.S. Army for potential use on an upcoming deployment to Afghanistan.?I have built a little mobile-command post for the colonel,? he said in an interview.

The brigade, based here at Fort Polk, La., will be the first in the service to deploy with new radios and networking equipment designed to boost mobile connectivity on the battlefield. Soldiers are receiving accelerated training with the technology, which includes smartphone-compatible radios made by General Dynamics Corp., before a planned deployment this spring.

The radios, antennae and laptops came installed on heavy, blast-proof trucks, known as mine-resistant ambush-protected all-terrain vehicles, or M-ATVs, made by Oshkosh. Bole, acting on orders from his commander, Lt. Col. Alan Boyer, assembled the systems on an ATV to see if he could get them working on a smaller vehicle that could fit into a CH-47 Chinook helicopter.

?Something I asked my staff to do, my communications experts, is to create me a mission-command platform that is of medium weight, that I could put onto a CH-47 and fly to an austere, expeditionary environment, that would provide mission-command over my troops and the operations,? Boyer said. ?They took my intent and came up with the Boar Battle Wagon.?

The result is a communications suite that can be powered by a small generator and provide everything from analog radio to satellite communications, as well as the ability to send instant messages, download intelligence feeds and digitally observe troop movements, Boyer said.

The unit is known as the Wild Boars, presumably after the animals that roam stretches of the military post,??located about 130 miles south of Shreveport.

Mental Giants Maria Sharapova and Novak Djokovic Notch Wins at Sony Open Tennis

Novak Djokovic in press at Sony Open Tennis on Sunday.

By Yeshayahu Ginsburg

March 24, 2013 ? Maria Sharapova and Novak Djokovic each got through their third round matches on Sunday while dropping only six games each, showcasing their mental prowess and vigor. Djokovic was untroubled in his dominating match of Somdev Devvarman, strolling through a second set that was nowhere near as close as the 64 scoreline indicated. Meanwhile, Sharapova was seemingly forced to work much harder in her own 6-4, 6-2 win over Elena Vesnina.

Novak Djokovic

Djokovic, a clear favorite, will next face Tommy Haas in the fourth round, while Sharapova will go up against Klara Zakopalova, who ousted last week?s BNP Paribas Open semifinalist Maria Kirilenko in straight sets.

Though it may not initially come to mind, Sharapova and Djokovic can probably each be described as the most laid-back top players on their respective tours. Both are fiery competitors on the court, but once they step off court, each is easygoing and willing to joke around with their team and other top players. Djokovic and Sharapova, in particular, did several commercial spots together for HEAD Tennis previously, and it gives a good insight into their personalities.

But having an easygoing personality doesn?t hold these players back from being fierce competitors on court.

Djokovic, today, gave two important insights into what drives him on court. He spoke of the inspiration that he receives from his fans, saying, ?It?s incredible just to see the amount of passion that the people have who support me and who feel that what I do inspires them.? That?s a strong quote and really helps the fans feel involved in the game itself.

The Serb also explained that there was a mental component that wasn?t quite there yet in his game a few years back. He was a consistent top 3 player, but he couldn?t consistently beat Federer and Nadal until 2011.

?It was a process of learning, understanding who I am, what I need to do on and off of the court, maturing. I was patient. I did have my doubts definitely through this period, but (my team) and great friends always believed in my abilities and convinced me that I could do it. I also believed very much that I could be No. 1 of the world.?

Maria Sharapova

Sharapova also gave a lot of insights into her own mental state on court today. She spoke about taking everything one match at a time, even though she can take world No. 1 at the end of this tournament if Serena loses early. She showed a personal side in her tennis too, talking about memories of coming to this tournament with her parents when she was younger.

It?s important to realize that there is a great deal that goes into these players? games. It is so much more than just talent and executing on the court. It?s the little things that can add a mental edge or a boost in confidence.

It is wanting to inspire fans, or memories as a child, or even an intense desire to be just a tiny bit better than ever before. And for some players, that means being serious and totally zoned-in all the time. But for others, it?s about being relaxed or able to take a joke. Or, as Sharapova easily deflected when asked if her screaming has evolved over the years, ?That?s not for me to judge. It?s more for you.?

Pet owners? fears as cats found in Wichelstowe canal

ANIMAL lovers in Wichelstowe are concerned someone is dumping their cats in the canal outside their homes.

Residents living near the canal say about 18 cats have gone missing or have been found dead in as many months, but police say they have only had reports of five being found in the canal and they are not treating the deaths as suspicious.

Paul Hartigan, 44, is the latest person to find his pet in the water and he believes his pregnant tabby cat?s death was not an accident.

?It seems to be an individual or more than one person actually getting the cats.

?She went out about 4am and we found her right outside our house floating in the canal,? he said.

?She looked like she had been strangled and held under water.

?We have got other cats and suddenly they are all petrified. Something is frightening them.?

The cat, called Socks, was the second of Paul?s cats to be found dead in the canal.

?In January three cats were dragged dead from the canal in one day. There is some sicko killing the cats as there are way too many to be accidents,? he said.

?People are worried around here. It?s a weird situation as no one can put their finger on what is going on.?

Emma Vicat, 24, who has lived in Wichelstowe for oa year, said her five-month-old black and white kitten Alfie went missing in January.

A week later, she received a call from a council worker to say Alfie had been found in the canal, with another cat.

?Alfie was one of the first cats it happened to, he went missing on New Year?s Day,? she said. ?We received a call from a man from the council who is called out when animals are killed on roads to ask if our cat was missing.

?They found him lying next to somebody else?s cat. They thought it was suspicious that the cats were lying together in the canal.

?It happened to our friends who live two doors away about a week later and their cat was just left outside their house which is horrible.

?We have no idea what is going on ? it is a busy footpath but nobody seems to see anyone or hear anything.

?We reported it to the police and they casked us some questions about it.

?Alfie was only a baby, he only ever used to go in to people?s gardens in the area, but he was friendly and would always go up to people.?

Allison Brook, who has been living in Wichelstowe for about a year, said her neighbours had been affected.

?If there is somebody doing this, they need to be caught,? she said.

Staff at Drove Veterinary Hospital are now trying to get permission to perform post-mortems if there are future victims and are offering to have a look at cats found in the canal free of charge to find out how they died.

Lynne Gaskarth, a vet at Drove, said: ?Nobody knows what is happening. We are advising residents who find cats in the canal to report it to us or the police.

?The cats may have fallen in but cats don?t generally jump into water.?

Residents are setting up CCTV cameras in a bid to find out what is happening.

A Wiltshire Police spokesman said: ?We are aware of reports that five cats have died in the canal since December.

?We have got no evidence those cats have died because of any foul play.

?If anybody has any any information for us they can call our neighbourhood policing team on 101.

?We have no reason at all to think these are anything other than tragic accidents.?
